There was no policy change from the European Central Bank or Bank of England in September. But both President Draghi and Governor Carney have been busy using forward guidance, trying to convince markets they’ll keep interest rates low for longer. Indeed, the economic recovery of the euro area and the UK will be only moderate over the next few years.
